Almost every workforce plan opens at the front door: scholarships, fast-track entry, marketing to career changers. The pressure sits at the other door. Who leaves in the first five years, what their stated reasons have in common, and why a staffing model that assumes people stay will keep producing the same gap.
An entry requirement is written as a threshold and read as a signal. We trace how a single change to eligibility moves through applications, offers, deferrals and first-year attrition, and why the effect can take more than one intake to appear rather than showing up in the one everyone watches.
Between an endorsed unit and a student sitting an assessment there is mapping, resource rewriting, trainer upskilling and a great deal of quiet reading.
