A trainer holds a teaching qualification, holds the vocational qualification they teach at or above the level required, and has documented industry experience. Every box is ticked and the file is complete. Whether that person can teach the work as it is currently performed is a different question, and nothing in the file answers it.
The two requirements diverge at different rates and for different reasons. The teaching qualification was obtained once and does not expire in most frameworks, so somebody who trained a decade ago holds the same credential as somebody who trained last year, having received an entirely different course. The vocational qualification is similarly fixed at a point in time, and the version they hold may have been superseded twice since.
Quality TAE Services is about the trainer and assessor workforce: industry currency that means something, teaching competence as distinct from vocational expertise, assessment judgement, validation that changes tools, and the records that establish capability for a past period.
The editorial position is that being qualified and being current are separate things that come apart quietly, that assessment judgement is where the serious problems concentrate, and that most trainer workforce difficulties follow from employment design decisions rather than from the labour market.
